Our professional staff is made up of various key personnel with degrees in engineering, geosciences, chemistry, and construction management fields. Alec Felhaber, President
Bachelors of Science Degree in Building Construction from Texas A&M University.
Currently working on a Masters of Science – Environmental Engineering College at the University of Texas at El Paso.
Mr. Felhaber personally oversees all operations conducted by his company. Mr.Felhaber is a State of Texas DSHS licensed Asbestos Consultant and has also gathered extensive experience in the fields of lead based paint, environmental site assessments and industrial hygiene studies. Mr. Felhaber is licensed in the State of Nevada as an Asbestos Inspector, Asbestos Management Planner, Asbestos Project Designer, and Asbestos Project Monitor. Mr. Felhaber is an environmental scientist in the fields of Asbestos, Lead-based Paint, Environmental Site Assessments, Environmental Analytical Laboratory in the private, government, and institutional sectors. Mr. Felhaber has extensive experience in the fields of environmental studies and construction including; initial site selection, A/E selection, bidding, project oversight, and occupancy/warranty coordination.
Pat Garcia, Office Manager
Ms. Garcia is the office liaison responsible for project contracting, invoicing, insurance and payment duties. Ms. Garcia is responsible for coordination of all aspects of customer service and project progress compliance. She has been employed by CECI since its inception 12 years ago. Ms. Garcia has extensive knowledge in the fields of contracting, job cost accounting, project coordination from start to completion and the primary contact for all customer services.
Angel Toscano, Asbestos Project Manager
Mr. Toscano is licensed with the State of Texas as an Asbestos Project Manager and Air Monitor Technician. Mr. Toscano is also licensed in the State of Nevada as an Asbestos Project Monitor. As a former Asbestos Abatement Supervisor, Mr. Toscano brings first hand, practical experience in the proper procedures and protocols for asbestos removal from both the consulting and remediation industries. Mr. Toscano is also an experienced PCM air sample microscopist.
Ricardo Cortez, Environmental Project Manager
Bachelors of Science Degree in Electrical Engineering from University of Texas at El Paso (2004)
Mr. Cortez serves as an environmental scientist and is currently certified as an Asbestos project manager/air monitor as well as certified as a Texas Lead Based Paint Inspector/Risk Assessor. Mr. Cortez has been involved in projects in the fields of Asbestos, Lead Based Paint, Environmental Site Assessments Phase I & Phase II, Spill Response Design and management. Mr. Cortez coordinates projects with building owners, Architects/Engineers and remediation contractors, bidding process, specification review, proposal review, contract documents, and progress oversight. Mr. Cortez has been with CECI for two years and previously educated and trained in the fields of Physics, Chemistry, and Algebra.
Lorenzo Pena, Project Manager/Estimator
Mr. Pena has twenty years experience in the construction industry and is currently working on estimatin/project management for CECI projects. Projects range from GSA to River Oak Clients. Mr. Pena is a member of the MAES (Mexican American Engineers and Scientists) and Industry Council. Mr. Pena has a degree in Structural Engineering.
Albert Perales, Environmental Project Manager

Jose Sandoval, Asbestos Project Manager
Mr. Sandoval is licensed with the State of Texas as an Asbestos Project Manager and Air Monitor Technician. Mr. Sandoval is also licensed in the State of Nevada as an Asbestos Project Monitor. Mr. Sandoval is also an experienced PCM air sample microscopist.
Frank Felhaber, Asbestos Project Manager
Mr. Felhaber is licensed with the State of Texas as an Asbestos Project Manager and Air Monitor Technician. Mr. Felhaber is an experienced environmental technician including the collection and handling of water, wastewater, soil, and fuel samples.
Carlos Chavez, Environmental Project Manager
Bachelors of Science Degree in Civil Engineering from the University of Texas at El Paso (2010)
Mr. Chavez has been involved in projects in the fields of Asbestos, Environmental Site Assessments Phase I & Phase II, as well as Spill Response Design and Management. Mr. Chavez coordinates projects with building owners, architects/engineers, and remediation contractors, as well as handling bidding processes, specification reviews, proposal reviews, contractual documents, and progress oversights. Mr. Chavez is the lead CAD Technician and has created numerous floor plans from field drawings on various projects and asbestos surveys.
Aida Felhaber, Financial Officer
Mrs. Felhaber oversees banking and financial duties for the firm. Mrs. Felhaber has 16 years experience in the banking industry and 10 years with our firm as the chief financial officer.
